I have been promoted and it was agreed that I will stay in Cape Town. The company wanted me to take another job offer in Gauteng. I refused as I stated that I would like to remain in my current job in Cape Town. They now sent me a letter stating that my current job would be relocating to Gauteng. Would this be a unilateral change to conditions of employment and harrassment

A company has the right to change its operating structure. 

nevertheless, I would advise that you go and see an attorney.
