My post was evaluated and recommended for upgrade and the MEC approved but HR and OD are refusing to implement

Hi
I'm a government employee, I was employed in 2013 as a policy analyst at pay salary level 8. 
My post was evaluated and benchmarked with that of other policy analyst from other government departments. 
Results came back from DPSA with recommendations for the post to be upgraded to level 10. 
The MEC also approved recommendations for upgrade but the officials responsible for organisational structure because this was happening parallel the process of restructuring, they changed the title of my post from Policy Analyst to Assistant Director: Policy.
Because of this they said I should therefore choose other post at level 8 to avoid being out of adjustment as I can't 'walk' into the post because it has a different title. 
I am so saddened by this as I have signed up for a level 8 post but i am still perfoming the duties of that level 10 post and I am being overworked as I am doing work which is supporse to be done by 5 people as the other posts are vacant.
We have since written a submission to request to at least act on the post and get compensated at that level on a acting basis. 
That submission was also rejected without valid reasons.
I feel that I am being exploited and am looking for help and advice on how to rectify my situation. 
I need that post as I feel that I was suppose to be placed on that post as per DPSA and MEC approval, i would also need to be back paid as from when the approval was granted by the MEC. 
I have not took up the matter internally through my union's representative as the branch chair person also works for HR which is where part of this injutice emanated from.
Please assist and inform me if you could assist me
