Suspension is not a punitive measure. It is merely used to ensure that there will be no meddling with any investigation. However, you must be provided with a notice for the suspension and the charges on which it is based. As for representation, a disciplinary enquiry is an internal proceeding and the employer has the right not to allow external representation. However, it may be unfair if they themselves use external representation - not the chairperson themselves, but the case-presenter.
