Can general workers working in a ward say it is not their duty to bring prescriptions to the pharmacy and demand that general workers from the pharmacy go and fetch the prescriptions even though the job description for both says to fetch and deliver from all departments.

Work descriptions are often varied after the contract is entered into depending on changing needs or circumstances. Refer the question to your employer.
