Returning to work after a long period on unpaid leave

Good day, Mr X broke is back in March this year in a freak accident that happened at home. His work agreed to him taking sick leave and paid him his sick leave until end April 2014. Thereafter he was still not fit for duty and the employer agreed to him taking unpaid sick leave until the doctor certifies him fit for work. At the end of August the doctor certified him fit for light duty, but the employer then said that he should remain on unpaid leave until he is 100% fit for normal duty. He went to see the specialist on 22 September, and he then certified him fit for work, to start 29 September 2014. The Employer now contacted us to say that they need a Progress and Final report from the doctor, and without that he can not come back to work. We have contacted the doctor twice on e-mail and twice on voice calls and he said that they do not provide Progress and Final Reports for non-WCA claims and that is not legal to provide the employer with those reports and that the certificate certifying him fit for work is sufficient. The doctor also stated... What does the employer want to do... illegal claims....? In the mean time my husband desperately wants to return to work, and we keep on walking into a brick wall. What can we do?
