What should I do if my employee refuses to take a lunch break?

I have an employee who works an 8 hour day but refuses to take a lunch break. I have spoken to them and pointed out that it is important to get away from their screen and work responsibility as well as it being the law that they should take a minimum of half an hour.

 

They would rather not take a lunch break so they can go home before the traffic gets bad.

 

What should I be doing in this situation as an employer??
