Disciplinary hearing procedure where 2 employers are involved

Goodday, The same employee works for employee (1) on Tuesdays and Fridays and for employee (2) on Mondays, Wednesdays and Thursdays.  I would like to know whether it is the responsibility of the employer (1) to inform and obtain permission from employer (2) to set a disciplinary hearing for said employee on a day (Thursday) that employee is always employed by employer (2).  Employer (1) did not make any arrangements  with employer (2) before setting hearing date but instead asked employee who agreed and said she would ask permission the day before the hearing.  Permission was not granted by employee (2) due to the time of meeting not being unacceptable and this was conveyed to employer (1) via telephone call.  However employer (1) has declared that employee has been declared guilty by default of non-attendance as she did not personally excuse herself.  Employer (1) is adamant that she has no obligation to employer (2) in setting the hearing date even though it is not on her day of employment and responsibility lies soley on employee to ask permission.  Could you please tell me if this procedure is acceptable and if employee (1) has the right to waive excuse if given by employer (2) and not employee.

Would appreciate your response. Thankyou, A. Brown
