Constantly blamed for bosses debt problems

I unfortunately work for a company where my boss would rather attend to his needs before paying his taxes and other outstanding accounts. I am constantly reminded about his debt and that I can not recieved any form of insentive because of it.

I use my car for business purposes without being reimbursed and when I bring it up I get reminded that he is in debt and he doesn't have money.

My salary does not get paid on time, I have received my salary as late as the 12th of the new month and when I query this i get told I did not work hard enough to bring the money in on time.

When these things get discussed I get yelled at and don't feel thats very appropriate.

How do I handle these situations without being threatened with my job?

There is no absolute right to benefits such as a travel allowance unless it has been agreed upon and written into your contract. Also, salary is at the employers discretion unless it is included in a contract. Late payment of salary is an issue and the matter must be reported to the Department of Labour.
