Can I drive my husbands vehicle if he received a car allowance?

My husband gets a car allowance and his company told him that only he is allowed to drive the vehicle.  I told him they are mad!!  The car is registered in his name and they do not have a say in who drives the vehicle or am I wrong?bleh
