A Final Written Warning was issued to a security official in a disciplinary hearing for not doing access control at a entrance gate for staff and vehicles. Two months later a similar offence was committed by the very security official at another access point where a staff member was found in a restricted area without a permit. Don't want to dismissed the official. maybe a sanction advice on this? Is there something like rehab in this case.

You can, as the employer, do as you see fit in this instance. This could include another final written warning that goes along with increased supervision and perhaps training and instruction.
